Motu proprio inquiry into the 213,984 “excess deaths” in the Philippines in 2021 based on data from the Philippine Statistics Authority, as the possible cause of such deaths threatens public order by putting into question the overall safety and effectiveness of the response of the country’s healthcare system during the time of the pandemic
